Recruitment of Individual Procurement Specialist

Action for the Needy Ethiopia invites individual consultants to indicate their interest in the below mentioned assignments. The Individual Procurement Specialist will implement the Infrastructure and Accompanying measures procurement activities for Moyale Ethiopia Project.

Background

Action for the Needy in Ethiopia (ANE) is a local NGO established in 2012. It has more than 12 years of experience in humanitarian and development services with country wide organizational network of 13 frontline coordination offices and 11 suboffices spread throughout country. ANE has over the years built a valuable experience which qualifies it as one of the leading NGOs in the country’s humanitarian sector. ANE is working with a number of partenrs supporting refugees’ returnees, internally displaced persons and communities affected by natural and manmade disasters.

The Intergovernmental Authority on Development (IGAD), with the funding from the Ministry of Economic Cooperation and Development of the Federal Republic of Germany provided through KfW German Development Bank, initiated the project entitled Implementation of Infrastructure and Accompanying Measures in Moyale Ethiopia. IGAD officially selected Action for the Needy in Ethiopia (ANE) as its sub delegatee by signing an agreement on August 29, 2023 to implement the project. This project aims to create economic opportunities, improve living conditions and promote social cohesion among refugees, migrants and host communities in Ethiopia Moyale area.

ANE is seeking the services of an experienced individual Consultant with specialized knowledge and significant experience in Public Procurement. The Procurement Consultant shall support the organization's procurement efforts in order to carry out procurement related activities.

Objectives

The objective of the consultancy recruitment is to get the services of a highly qualified procurement specialist who will assist ANE in achieving efficient procurement of goods, works and services both locally and internationally as required.

Scope of work

The Procurement Consultant will be responsible for the following tasks:

  • Review and ensure compliance of the organization's existing procurement policies and procedures; and ensure compliance with the guidelines of multilateral development banks (MDB's) with special attention to KfW Standard Bidding Documents (SBD), which foresee the use of FIDIC Pink Book Conditions of Contract.
  • Develop Procurement Planning
  • Develop specific procurement plan per infrastructure project; and prepare bid documents, including specifications, terms of reference, evaluation criteria and particular conditions of contract.
  • Conduct market Assessment and Supplier Identification
  • Coordinate Procurement Process Management
  • Conduct Capacity building as deemed necessary

Required Education and Experiences

The candidate should possess the following qualifications and experience:

  • The candidate should have at least a Bachelor's degree in procurement, civil engineering, construction management or a related field.
  • A minimum of 5 years of specific experience in procurement with a focus on small and large works contracts as well as Engineering Consulting Services.
  • Proven past experience in leading/conducting at least three (3) infrastructure projects procurement processes during the last 3 years.
  • Familiarity with the procurement procedures, rules, and guidelines of International Financing Institutions or multilateral development banks (MDB's).
  • Experience working in the Intergovernmental Authority on Development (IGAD) region during the last 2 years.
  • The candidate must have sound knowledge and practical experience of Multilateral Development Bank Procurement Procedures (World Bank, AfDB, KfW, etc..) as well as FIDIC Conditions of Contract (specifically, the Pink and Green Book)
  • Strong communication skills in presenting, discussing and resolving difficult issues.
  • Ability to work efficiently and effectively in a multidisciplinary team.
  • Fluency in written and spoken English
  • Excellent ICT & computer skills

Deliverables

The consultant is expected to deliver, but not limited to, the following

  • Procurement plans (revised) and bid documents for upcoming projects;
  • High Quality Documentation of the procurement process for each project undertaken;
  • Regular progress reports on procurement activities.

Duration

It is anticipated that the consulting service assignment would take a total of 9 months to complete (from the Preparation phase to the project implementation period with the possibility of extension based on performance and organizational needs.
